Hi.

You can import PSD files directly to Animate by going to File > Import > Import to Stage... (Ctr/Cmd + R) or File > Import > Import to Library....

But if you really need/want to turn your artwork into bitmaps first, "use the Export As option from the Share workspace to choose a popular format, such as PNG, JPG (high, medium, or low quality), PSD or PDF and share from within Adobe Fresco". (https://helpx.adobe.com/fresco/using/publish-export-share.html)

Please let us know if you need further assistance.

Regards,

JC
