Where is the pen tool in new version of Animate?

It's been a while when I opened adobe animate. And I don't understand where I can find this pencil tool?

that's a confusing message but, you can customize your toolbar to add/remove tools.  if you can't find something, click the three horizontal dots (shown in your left-most toolbar) to see the tools that you can add.
