android 2.2/ flash development for tablets

Hi - this is a new subject.
OPTIMIZATION seems to be key here. Most of my games would chew up the CPU of a mobile device.
Adobe flash platform - this seems to be the answer to everything - so should I follow it word for word.
My question is:
1. I will base android games on games I have seen on iPhone app store - so my question would be - they use a lot of movement eg: bubbles floating around etc..., logs rolling etc...
BUT if we do this in flash most movement chews up the CPU - or is this not true - it seems to be in my case when I test my games. They area at 800 by 600 so maybe its because they're so big. Would movement not be so bad on a mobile device as the screen size is so small?
By the way can we still develop iphone apps using CS5 but not put them on the app store - I don't mind as my apps are for my kids and not the world.

Forgot to ask - for tablets can we use flash only or do we need to package it in AIR after.
