expandable banner template

Hello,

I am using Animate 2018 and I need to create an expandable banner and am hoping there is a template out there which will help me do this.

Basically, I have a small banner (728 x 90), and I need it to expand on MouseOver (to 728 x 250).

It can collapse back to initial size on MouseOff, or with a close button.

I also need to be able to implement a clickTag over the entire banner, so when the user clicks it would go to a website and media can track the results.

I have built the collapsed and expanded animations, now I just need to puzzle the two together in a way that functions like above description.

Can someone point me in the direction of a template or details on how to implement the above code?
