Making a tourism map interactive

I am hoping that I can get some direction! I have a client who would like to make a tourism map created in Illustrator interactive so that if you click on one of the business/place names it gives you a pop-up? that have the map location (google?) and a quick description and website address. I've never done anything like this before so am not sure what software to use. Help! Thanks in advance!

animate would work.  import your map from illustrator into an animate canvas project, create movieclips of your interactive objects and use the code snippets panel to get started with your code.
