Rotoscoping on Animate CC

Hello all! I come here before you with a issue that I can't get the answer for. I have a 5 second video that I want to draw over but I want to keep the original video there and not delete it. With that being said what my issue is I want to lower the frames per second from 24 to 6 (yes I know doing so it will make my original video choppy but that's okay) but every time I change the frames per second in the document settings to 6fps my 5 second video now becomes a 20 second video plus making it super choppy more than usual. The reason I say more than usual is because upon first getting the program I was actually able to do this process and make my 5 second video into 6 frames per second without expanding the video time length. Unfortunately I have no idea how to do this again. (SIDE NOTE) The first time I did this I uploaded my mp4 video causing animate cc to not play back my video upon exporting, only my actual animation was exported. I am now trying to use an FLV video so that when exporting my background video will still stay there. Okay well I hope I explained that as best as possible and I hope someone can help me! Thank you.

With the current version of Animate you can import 24 fps or 30 fps H.264 video, do the rotoscoping on top of that, and then after you have made the animation you can change the frame rate to 6 fps. The timeline will adjust all of the keyframes to make the animation work at the same speed, but now at 6 fps.

when you posted it 3 days ago i didn't respond because i couldn't see any way to help you without downloading your fla and fixing the problem for you.  because i don't do that unless i'm hired i left your message to see if someone else would offer for free.

because no one's responded, i just wanted to let you know your message wasn't ignored.  i just don't see a way to help you with advice.
