Running flash exe calling html file

I get an error when running my Flash exe file and calling a local html file. I know this is related to Security but not sure the proper way to allow local html files to run or called within my Flash exe. Any suggestions?

Yes this is a option and maybe the only one, but this exe is going on a CD and will go out to lots of people. I was told I can't use AIR becuase it has to be installed. I'm launching PDF, and also another exe that installs their software. My only problem is showing htm files in the browser that are located on the CD and the error message coming up. Is there a LOCAL setting I can use in Flash to allow my exe to launch local html files?

Setting my global allow works just fine. No computer literate people might have a hard time doing that.

Never found an answer so we went with running exe files. I'll need to investigate this more in the future.
