Walk Cycles As Symbols

I have made a four-legged bear character in Adobe Animate and I want to walk him across the stage. However, if I try to turn the walk cycle itself into a symbol to move across the stage using a tween, it just freezes up and slides a still image of ONE frame of the walk across the stage. Does anyone have an idea what could be doing wrong? 

If it's something that can't be done/fixed, then how else would you suggest I animate the character across the stage?

remove the tween across the stage.

copy all the frames in the bear's walk cycle.

create a new (bear_walk) symbol and paste the copied frames to your new symbol.

add your new symbol to the main timeline and tween it across the stage.
