The whole Page Name and Page Title is kind of confusing, which is used where? Basically now the page title is being used at the top of the browser window and the page name is used for breadcrumbs and setting the file name the first time around. Why this ambiguity?
The page name should be renamed to Page Label and used for internal cms purposes and not be displayed in the Breadcrumbs, the Breadcrumbs module should just use the title field, heck everything front-end should. I'm translating a website to four languages and would like to use the page name to label pages according to their language. Say the About Us page and then I could have an "About us - French" page. The title field would have the french title and the page name would have the internal label.

Defiantly not, used to be but changed for reasons below.
Because you will need to keyword and formulate your titles to be readable, in good stucture for tabs and have keywords for Search Engines and good format these done right for titles are not suitable for use on things like Breadcrumbs.
You need that other one for Page label to show in admin as you said and keep page name for tags and other use.

Got it. Would be nice to have a page label field, maybe under the "More" dropdown. A better explanation of both fields in the knowledgebase would also be nice.
