Panning, then zooming with scroll wheel "re-centers" image

There's a problem/bug with ACR 15.4.1 (it's been a problem for a while now). When panning, THEN zooming with the option + scroll wheel, the image "moves." This is very annoying and distracting. This is not how Photoshop works. Attached is a video of the issue.

This is still an issue with 15.5.1. Please fix this issue.

This is still an issue with ACR 16.0.1. See attached video. This is when zooming with a scroll wheel. Image border "snaps" to the edge, which is very annoying. Photoshop does not do this.

The team has reviewed this and responded. 

The expected behavior is:  If the resulting zoom scale is below Fit view scale, the image snaps to center and zooms.  If it is larger than Fit view scale, it snaps the image to the edge so that if there is an outside margin, the dark canvas around the image, will no longer be visible.

Is this different than what you are experiencing?

Same. I have edited the post to clarify that this is when *zooming with the scroll wheel.*
