ADA problems while creating courses with captivate, what are we doing wrong?

Trying to create courses with captivate and running into ADA problems. We can't navigate with TAB past the TOC. what are we doing wrong?

Hello,

It is my understanding that the TOC is NOT accessible. The only way is if you were to make your own Table of Contents manually so that you can assign "Accessiblity" (which is really just the information for the screen reader) and the Tab Index of buttons (for keyboard accessibility) you would create in the menu. A real pain and Adobe needs to address some of its accessibility issues in Captivate.
