We are having issues with our Captivate 2019 projecs when we want to view them on mobile devices. Then when we flip the mobile device and flip it back the screen will not readjust the screen. Are there settings in captivate to ensure that the projects work in a mobile devices?

Which type of project did you create? Is it a responsive project with Fluid Boxes, a responsive project with Breakpoints or a scalable HTML (non-responsive) project?

Both.
The first issue occurred when we published a responsive project set up in fluid boxes. The project worked perfectly on preview on device. When the project was uploaded to the LMS, the project was not formatted correctly. Items shifted off target, buttons were hidden, blank grey space appeared, and it looked like the window added some additional navigation buttons that were not from the captivate file. Please see attached images from the populated course in the LMS.
The second issue is, I believe a scaleable HTML. It was created in a “regular” blank project with the resolution set at 1280 X 720 . I am not sure how you create a scaleable project. Does that refer to “Modify > rescale project” or is that a Publishing setting? The result when pulling the course from the LMS on a mobile phone was the project displaying and opening correctly-as long as the phone was vertical-but very small at the top of the screen. When the phone was rotated it spilled over the screen and did not allow for the guesture navigation to pinch it smaller.

Please insert screenshots, do not attach them. I downloaded that image, opened it and now need to delete it from my system. The problem is with the setup of the fluid boxes.
As for a scalable HTML project, which will always be in landscape mode, that is just a checkbox in the Publishing dialog box. Modify, Rescale allows you to change the resoluton of an existing project during editing, has nothing to do with rescalability.
