It would be nice to actually get someone on the line that can answer my questions and not their own agenda. I basically already have premier pro because I was told by adobe it was all I needed, but premier pro does not have text to speech, so Adobe told me about captivate, but I just want to confirm that I can add all the text from my current video and it will be able to save into premier pro cc. Also, what is presenter video express

Adobe Captivate is an eLearning authoring tool, meant to create interactive tutorials which can be published to HTML5 and watched online from a webserver or a LMS. Here is an example (more a presentation with some interactivity):
Indeed, Captivate has TTS (NeoSpeech voices). When you use that feature, you end up with audio clips that can be attached to slides, objects but are also to be found in the Library. It is possible to export all assets from the library, you can use those audio files elsewhere. Synchronizing with video will be the hardest part.
Presenter Video XPress is an easy to use recording tool, to capture at the same time a webcam and activities on the screen. It has some limited editing features. Captivate comes with a more elaborated Video Demo. But I doubt those will help you with TTS.
