I have linked a Captivate deck say ‘A’ with another captivate deck say ‘B’ with the help of ‘Open another project’ option in the tab ‘On success’, when I publish the Captivate deck ‘B’ and try to access Captivate deck ‘A’, its not getting open. The linked deck ‘A’ is getting open if I preview the Captivate Deck ‘B’ ‘In Browser’. However, linked project doesn't open if the project is published to computer.
Please assist.

You should NOT use the Open Another Project action for this purpose. In fact just don't ever use it at all. It's a hangover from the very early days of Captivate when e-learning developers were still in the practice of publishing their output to the same folder location as the course project file. This is now regarded as extremely risky because if you ever happened to delete your published output one day, you might also end up inadvertently deleting your precious project file as well.
The action you need to use it the one called Open URL or File. Then you select the URL or file to link to. Be aware that you need to make sure your link will still work when the content is eventually deployed on the LMS or web server from which your end users will access the content.

I did try using 'Open URL or File' option as well. It works while I open the project 'In Browser' however it doesn't work when the project is 'Published to Computer'.

That could be due to browser security blocking the content or due to Flash Global Security blocking the content (if it is SWF) because the folder location on your computer is not a trusted location. To test this, upload the content to a web server or LMS and test from there. If it works from a web server, your content is fine.
