Hi there
If Adobe has an application that creates this type of thing I'm totally unaware of it.
Likely it was created using something like VideoScribe or TruScribe or Easy Sketch Pro.

These are known as Whiteboard Animations and they're basically a stop-motion video. The final result is made up of thousands of separate screenshots taken with a still camera (though you might also be able to get similar results with a web cam).
Captivate has no practical way to create this kind of animation.

I would have to respectfully disagree with with Rod on the estimation of what was linked to.
Personally, I'm highly skeptical that the link pointed to was done in the manner Rod described, where the individual photographs were taken. Sure, that's the "original" way to do it, but if you examine the video closely you will see too much consistency with the hand "drawing" the letters.
For me, that's the biggest tip off.

Rick is probably correct in this case that the example shown was created using VideoScribe. The OLD way to create these Whiteboard Animations was to do it the way I described with stop-motion. I obviously haven't kept up to date with this area. My bad.
Either way, Captivate doesn't currently have a way to do this.

Which way you go probably depends a lot on whether the software-based approach fits well with your subject matter.
