Yes it will - stretching the image is going to lose quality.

MPG is about the lowest quality video available to you today.

Try CP 4's built-in export to AVI. You'll need to experiment
with the best
CODEC to use. Files exported are HUGE but they will compress
easily if, for
instance, you run them through Flash Media Encoder.
