Motion Effect to Scroll an Image

I have long images (800x1200) of official documents that are too tall to show in the 800x600 viewer window. I would like to basically make it where the student starts with the view of the upper portion of the page then after 10 seconds motion scroll to the bottom of the page and freeze there.

Simple enough in Adobe Premiere Pro, but I can't figure out how or even if it is possible in Captivate. I would like to create a new effect template of this as I will need this effect throughout the course.

My subject covers many government regulations and I want to show the whole page so the students can find them in their own regulations books easy enough.

I just checked it out, using a motion effect, with an edited motion path. This is the effect (after 10secs from start timeline object)

I know, effect is labeled RightToLeft, but I changed the motion path to be from bottom to top.

Do not underestimate Captivate, don't listen to the concurrence

Forgot to tell that you can save this as a custom effect, if the scrolling always has to happen after 10secs. After that time you can use an interactive object to pause the slide, the length of the duration after the effect is then not important.
