I misunderstook the "Shuffle Answers" option on quiz questions. I thought it would shuffle the answers on every presentation. I understand now that it only does that on retakes.
As a result, I have hundreds of quiz slides in which the correct answer is always in the same place. Whoops! Is there any way to have Captivate shuffle them? Or do I need to manually change the order of the answers for all my questions. The quiz questions were all created manually (not using a pool or import.) Any way to make fixing my mistake easier?

I think you may be mistaken about how this shuffling works.
If you have a multiple answer quiz question in your project that is set to shuffle answers then the shuffling happens when the project is launched from the LMS. If you have multiple attempts allowed on the quiz, with the Retake Quiz button turned on, then the position of the answers do not change for subsequent attempts on that quiz question during the user session.
If the user relaunches the entire module again from the LMS, then

If you have multiple attempts allowed on the quiz, with the Retake Quiz button turned on, then the position of the answers do not change for subsequent attempts on that quiz question during the user session.
If the user relaunches the entire module again from the LMS, then the shuffling happens again at launch, but not again during the rest of that session until the module is closed down again.
You can test this by creating a simple module that has only one multiple choice question slide with the Quiz Results slide and Retake Quiz button turned on. You will see the answers shuffle when the module is launched but remain unchanged for each attempt from the Retake Quiz button.

OK, great. I think it should work as I intended then! All I'm concerned about is this: In multiple choice questions, I've put the correct answer as the first choice every time just out of convenience. When it's launched, I want the correct answer to be in various positions, not always first, of course. (I'm not particularly concerned about quiz retakes or re-launches.) From what you are saying, it sounds like this WILL happen, which is a relief! Please let me know if I misunderstood. 🙂

You are correct. But if you want to make sure, just set up a quick test module and play with it as I suggested.
For the record, when I set up my multiple choice or multiple answer quiz question slides, I never worry about where I put them. That way I never know where they will end up when shuffled.
However, you need to remember that there are certain types of multiple choice questions that are best left unshuffled. For example, if you have a question that has a list of numbers or percentages (e.g. what percentage of politicians tell lies) then it is best to leave that list in its normal default order.
