I am using Captivate 2019. I have created a course with Captivate quiz questions scattered throughout. You have multiple attempts to answer correctly and advance to the next page. The course has Back buttons on every page. However, if you click Back to return to a question page, the page is disabled (You can't answer the question because all the answers are grayed out) and therefore, you cannot advance through the course. I have both Completion and Success set up for On Access. The quiz is required. How can I "free up" specific question pages so that if a user returns to it, he or she can answer the question again?

That is the design of quizzes in Captivate. You can use the attempts on question level, but if you leave the question slide you'll not be able to edit the answer anymore in the default settings.
Answers can be reset only when you use the Retake button on the Results slide. That Retake button can be made visible when you have at least two attempts on Quiz level.
I strongly recommend not to allow free navigation (Back button) in Quiz slides. If you want complete free navigation, you need to use the feature 'Submit All' in Quiz Preferences.

If you want full control, another alternative is to use custom question slides. They are created using standard objects, advanced or shared actions and variables.
