Customer requirement is to develop a single course, which has 4 submodule and has 4 different users accessing it on LMS.
This is a team activity, where the users for each role play will be different under the same course.
We need to track each submodule separately for scoring. At the end a collective score of all 4 submodules needs to be collated to decide whether the team has passed.
Kindly let us know if this can be achieved using SCORM

This is NOT something SCORM was designed to accommodate. In the SCORM world each SCO is a separate entity that is not affected by other SCOs outside itself, let alone affected by other Users completing the same SCOs.
And even apart from theSCORM problems, this type of multiplayer game is not something I have seen built with default Captivate functionality. It would require custom programming.
Coincidentally, I happen to know that Tristan the Widget King currently has two clients that he is working with that are building something similar to what you describe. But they reason they have engaged his services to build the necessary JavaScript customisations is that it was not possible to achieve with vanilla Captivate or SCORM functionality.
