I'm sorry, but that is the design of a quiz, once you leave a quiz slide (survey or graded) the answers are locked.

If you are on Captivate 9, maybe you'd better use a Knowledge Check Slide? They will not be locked, but reset when returning to the slide. Have a look at:

Knowledge Check Slides - tips - Captivate blog

Another possibility is to use the Submit All feature in Quiz Preferences. In that case answers will only be submitted from all quiz slides, when the user clicks the Submit All button. There are some drawbacks as well, especially if you could have issues with transmitting all at once to the LMS.

Third solution: create a custom FIB slide, using the Dropdown interaction or TEB's. That will give you total control but means a lot more work.

Thank you Lilybiri but no problem with "going to next slide and coming back", slide is refreshed everything is ok. Problem is only with "going to PREVIOUS slide and coming back", it is locked than. I have got 2 buttons for going between previous and next slide, entering action and after survey action on quiz tabb.

Sorry, do not understand your last answer. Which 'buttons' do you use: did you create custom shape buttons or do you use embedded buttons that are included in the quiz master slides?

Yes you are right, I have to mention that. "Shape buttons" I used, only the submit button is embedded. Also I am on Capt 8. Thank you.

Why not use the embedded Back and Next buttons? As I mentioned, the default question slides have very strict rules. Can you also check the Quiz Preferences: did you allow Backwards movement.

You can find more tips about the Quiz design in my most visited blog post: Question Question Slides in Captivate - Captivate blog

I used the embedded ones and it helped. Another prob is; I have 5 drop down answers for the user to choose for 5 blanks on the slide, before pressing the submit button. But only one answer is enough for the hint sentence (for incomplete) to disappear and submit is allowed. Is it possible to keep the hint for the all the blanks to be answered and then let the submit button to be active?? Thank you...

No, that is not possible. Like most question types, FIB is a black-white question, everything has to be correct or it is considered answered wrongly. You can allow multiple attempts on question level, but the message that the user will get after an incomplete answer will be the Retry message. You can rephrase that Retry message.
