Is it possible to use software simulations as random questions for an assessment?
I would like my participants to complete software simulations rather than answer questions for an assessment. I need to have 10 pools with 5-10 questions in each pool. Between 1-5 questions to be used randomly for each pool in the assessment.

Random quiz questions are always inserted as single slides in the quiz. A software simulation is normally a sequesnce of slides that must be visited sequentially.
Captivate has no facility to insert groups of slides into Quiz Pools and force those slides to be visited sequentially.
Your better option would be to set your project up to contain a number of Branching Scenario where the learner is directed to the initial slide of a given scenario depending on some kind of conditional logic.
Then you would need to turn on Branch Aware so that only the visited slides were counted as part of the quiz.

Only the normal SCORM Quiz slides can be used as random slides, not even drag&drop can be included. Have a look at:

If you explained a little bit more, maybe I could offer some alternatives. You want a software sim assessment, which is not supporting randomization out of the package. But it is possible to use some randomization inside of the assessment using JS..
