when publishing to windows executable, checking the box for Scaleable HTML Content does NOT make the output scaleable.

once Captivate 8 finishes the publish, the executable can be run but the video runs at hogher resolution than some of the viewers are running. how do I get the exe to scale like it is supposed to do?

You keep talking about an 'executable' but your heading indicates you're referring to Scaleable HTML.  So which is it? EXE or HTML?

In the publish settings for a windows executable, there is a checkbox to make the output publish with Scaleable HTML Content. one would assume by checking that box, when a viewer runs the executable, it will scale to their browser size.

If one were to assume this one would be wrong because EXE output is NOT HTML and therefore the Scalable HTML option does not apply to it.

then one should not be able to select the option. it says in the captivate user manual, to check that box for scaleable html content under the heading of "Applies to EXE only". pages 367-368  subsection 4, item 7 of the 8/18/15 user manual update. seems Adobe thinks it does apply.

An EXE output from Captivate is an SWF packaged inside a self-running player. 

Captivate has had EXE output for many versions, but it has NEVER been scalable.  It always remains at a fixed height and width according to the size of the Captivate project stage.

The Adobe Help files are notorious for not getting updated or for containing errors.  Don't believe everything you read there.
