How to create slow motion blur?

Anyone have success creating a slow motion blur?  I've tried using multiple layers of an image.  I've tried fading in a blurred image on top of an existing image.  Neither are working.

I would like the picture to go from clear to 15 px blur over a 1.5 second period.

I'm doing this because I'm changing a foreground image to a backgorund image, and the blur will place the focs of the screen on the new foreground image.

Nevermind.  I figured out the solution.

Don't use Captivate to manage the blur process.  Create a blurred version of the same image in Photoshop.  Fade in the blurred image using Captivate.

I should have tried that first, but I was distracted by trying to use the Captivate effects.
