Is there any way in captivate 9 by which we can make a user enter atleast a minimum amount of characters in a short answer type question before he can move forward in the quiz and if he enters the minimum number of characters he will be graded correct?

Beyond checking for an exact match with a text string, short answer questions in Captivate do not give you any real options for checking the data entered by the user. They are pretty much useless for quizzing because the user would need to enter exactly what you specified as correct answers. One character different would be enough to get marked as wrong.
Text entry boxes can be set to have scrolling which enlarges the amount of text that could be entered and whatever the user enters gets written immediately to a Captivate user variable. However, Captivate's Advanced Actions do not have any default way to count the number of characters entered and decide to execute an action when a given number of characters is reached. To achieve that you would need to be using JavaScript.
