There are lots of tutorials on Character Animator from Adobe online. To put two puppets in a scene instead of one, you just drag the second puppet from the project panel into the same scene. You then just arm one puppet or the other in the timeline panel when recording. If you are asking how to create a puppet, I would look through the Adobe videos as a first step. There used to be a line from the top of the forum home, but they changed over the forum software recently so might be still be working on getting all the links back: https://helpx.adobe.com/adobe-character-animator/tutorials.html

Reading your comments again, are you trying to control two puppets at same time live? Or for recording?

If live, you will need two computers then video software to merge the two video streams together. The only exception is if both characters are moving in perfect unison - you can arm both puppets at once, but they will do the same thing.

If not live, then you record the first puppet, then you rewind the playhead and record the second puppet. You can then edit to move things around in the timeline for fine tuning. The webcam can only control one puppet at a time.
