Creating a character with a head and arms without neck and body

Hi! I am having trouble rigging and making a character with just a head and arms.

 

I followed many tutorials to try and rig but right now my head moves alone. I tried to follow the character footy but I am still a little lost. 

 

This is my character, I call him MAPS MR MAPS.png

 

I also added a hidden torso but nothing is connecting together and the head keeps moving off.

I noticed that you have the right shoulder (and presumably the left shoulder) fixed. This "nails" the part to the stage to keep it from moving. The first thing I would try is removing those tags and see what happens. I do not know how much you need the head to be moving, but if you need to fix the base, I would create a handle for that region and apply the fix tag there (possibly the torso as well.)

Hi, I'd try removing the independence from both the head and the body and see if that helps.
