I'm new to character animator I want to utilize this product for work! My question is that is it possible to create an original character and animate it in adobe character? If so how does one go about it?
Yes, that is what most people do. You can draw it in Adobe Illustrator or Adobe Photoshop. I use Adobe Draw myself (on the iPad). There are Adobe videos for learning the individual tools, but I also created some videos starting from scratch with a photo of a toy. They are not high quality, but could be useful if you want to follow along. Have a look at https://extra-ordinary.tv/2018/10/22/project-wookie-a-beginner-youtube-playlist/ . The Behind the Scenes channel also has a few episodes on Adobe

Thanks! I'm not the best at drawing I might have to outsource and find a character designer. Do the layers have to specific? What I mean by that when I look at videos online the layers have + on them.

The beauty of Character animator is you don't have to be a designer or animator to use them. There are resources on adobe and youtube that can teach you CH and photoshop. Just check out some of my stuff and you'll see I'm not an artist but we've gotten plenty of people watching.
On the other side of that our hundred thousand views might be over a million if I had an artist doing the artwork.
