Check to see if the head and/or body are marked as "independent" (the crown icon) in rigging.

thank all of you - i detatched face background layer and now doesn't detatch - it now gets a lil too small when acting - but i think i can adjust controls

great! that worked for me but now when I tilt my head the whole carachter rotates. it didn't before. what have I done!?

You'll probably want to add a fixed tag to the bottom of the puppet by adding a stick across the feet and giving it the fixed tag. That will pin the lower part of the body down while allowing the head to move freely.
