How do I know if I have access to puppet maker in Character Animator?

I am looking for the puppet creator but I can't find it.

I am paying a monthly subscription for Adobe Cloud.....    

How can I get access to the puppet maker??

It does look like you're already in Pro mode in the screenshot, so it should be under the File menu as "Open Puppet Maker".

And it's also accesible by clicking that first square under EXAMPLE PUPPETS, the one with 3 characters on it.
