The plugin in Visual Studio code doesn't read the older report. How would I go about upgrading it, or updating in its currrent version/format?

Do you need the report builder installer? Without it, you won't be able to open the CFR files in VSCode with the CF plugin.

However, I couldn't find any version of the CF report builder there, and I can't reach Gavin Picken (@gpicken) via PM on Twitter. Maybe @Charlie Arehart knows his email address?

Dave, first I'll note that the file is indeed already there, in the "other tools" subsection if the cf section. 🙂
Second, while Gavin created the site, there are a few of us who have been authorized to put things there. 🙂
Finally, in a separate reply here (below) I had already given gdorablu a link via archive.oeg, which had been hosted directly by Adobe, as some may prefer that when it's an option. 🙂

@gdorablu , first note that the ColdFusion Report Builder has been deprecated since cf2016. You can find this discussed further in a thread where someone asked about this previously, and I offered an answer with more details here.
Second, you refer in your message to how "the plugin in Visual Studio code doesn't read the older report" and you ask about upgrading that. I'm not sure what you may be referring to there. While there is indeed a free Adobe ColdFusion Builder extension for VSCode, and it replaces the OLD CFBuilder (which was based instead on Eclipse), neither of those ever processed the cfr files created by the very old CF Report Builder (despite the similarity of their names).
Finally, your title indicates you seek an "installer" for Report Builder because you need to update the report (by which I'll presume you mean a .cfr file, created from that tool). Since the tool is deprecated, it is no longer offered online by Adobe. But I can share that in the past I'd used the wonderful web.archive.org site to find and downloaded the CF10 version of the RB tool (as it was offered on the CF2016 downloads page as of 2022). And this URL will give you the Windows installer for that CF10 Report Builder, assuming it's what you seek.
All that said, before leaving it at that: you refer to being on CF11, so perhaps you'll think "this deprecation doesn't matter" to you. But I'll clarify that there are grave security concerns with running CF on any unsupported version: which here in Nov 2024 means CF2023 and CF2021. Earlier versions have stopped getting updates--including security fixes--five years after their initial release: in the case of CF11 that means no updates since 2019; in the case of CF2016 nonce since 2021, and so on. In particular, there was a MAJOR security vuln in March 2023 that you will not have gotten, and for which your server is gravely vulnerable to remote takeover.
I realize this last point is not your focus: you just want to edit a CF report. 🙂 But it would be irresponsible to only help you with that, without pointing out this last set of facts. I also have good news to share: while Adobe only offers an upgrade discount (to buy the latest CF version) if you are running the immediately previous version, there is a deal going on for another several weeks where even you on CF11 can get a CF2023 license for 25% off.
