Site not in Web Server Config Tool when migrating from CF10 to CF12

I am trying to migrate a site from a ColdFusion10 server to a ColdFusion12 server.  I have copied over the files and setup the site in IIS but when I go to add the site connector on the new server the site I am migrating is not in the drop down to select.  I have done this with several other sites so I am not sure why this one is not working.
