Colour input into Library

Is there a utility to input colour palettes into the CC library? I currently have to manually create colour swatches (in Illustrator), input them into the Library and then group them into themes. We work for a range of clients who seem to regularly update their brand guidelines and the process feels awkward.

 

Surely there's a utility that will read Pantone, RGB and CYMK values from a colour palette and create the themes?

The current CC Libraries are webbased, so you can’t reliably color manage swatches via a library.
