Adobe CC Desktop Flashing Colors

So i wanted to start learning Premiere Pro for a Video Project that I was gonna do but when I open'ed the app I got met with flashing lights that don't stop and get worse and worse over time. I tried restarting the app, running it as administrator, and restarting my desktop but the same thing happens, and Its getting annoying as I cant see most of the options. 

Version: 6.7.0.278
Platform & OS: Windows 11 - Desktop
"Basic steps to reproduce the problem": Nothing, it happens on its own. when I move my mouse the lighting sort of changes but still annoying.

"Expected result and actual result": Not to flash lights with annoying colors.

Try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver).

Try resetting the CC App.
To reset the Creative Cloud desktop app, make sure it's in the foreground, then press:
Win: Ctrl + Alt + R
Mac: Cmd + Opt + R

If that doesn't work, try uninstalling and reinstalling the CC App:

I found a fix for it.
i had a 4060ti and I enabled RTX Dynamic Vibrance when doing Alt + Z
I dont know why that is a issue but it works as intended now.

Update 
7/6/2025 ~1:45pm

I reloaded the app and the same glitch happened so the RTX Vibrence was NOT a fix. I will try the suggested solutions later today and continue updating if I need to. Thanks for the help!
