Adobe makes it absolutely impossible to uninstall apps.
I haven't used Creative Cloud for 4 years on my computer and I still have to open it to uninstall any of my Adobe apps. Even worse, when I'm trying to uninstall them, Adobe forces me to update Creative Cloud even though I'm about to delete it (although 'about' is a very loose term, considering Adobe products take forever to update).
I shouldn't be forced to open an app if I'm deleting it, and if I want to delete Creative Cloud, I should be able to delete all of the other Adobe apps with it.
Why is it this difficult? This level of impossibile navigability shouldn't be allowed when making an app.

it's difficult because adobe designed cc to work a certain way. you're trying to use it a different way.

As already mentioned it is designed to work this way, so there is nothing we as users can do. However, I think you could try using Creative Cloud Cleaner tool to uninstall without launching or updating Creative Cloud Desktop app. But you will have to download the tool, it is what it is 🙂
