Cannot resize Creative Cloud

I cannot resize Creative Cloud onscreen. This happens only with Creative Cloud, so it is not a scaling issue. The problem does not exist with Photoshop or any other application. I am wondering if it has something to do with recent updates.

Operating System: Windows 11 64-bit

i can reszie without problem with the usual drag and edge or corner.

win 11 64 bit.
