Hello ,
I'm on Windows 11 professional with a full CC apps subscription, and expericence a lot of troubles to install creative cloud apps.
It started with creative cloud desktop, that it was not able to install due to an error 44, triggered at 32% of the installation.
I tried to repair, to uninstall, I used the Creative cloud cleaner app, and then I had the error 1.
After many manipulations, and removing all the files and folders in link with adobe (common files, user data files, temps files, ...) I was able to install it. Finally !
BUT, now I have an error 146 when CC want to update, and when I try to install Photoshop.
There was no error when I installed Lightroom.
So I tried many things, authorization on the folders, launch CC in admin, removed the "read only" option on the folders, give to system full access on permissions. I created manually the folder which triggered the fatal error in the logbook and it seems working because now the fatal error is triggered by the creation of another folder.
So, in my opinion it looks that I have a problem about writing authorization by CC but I don't know why and how to solve it.
I didn't find any similar case in the community, so hope that my bottle will be found by somebody able to help on it.

I started here, as I listed all that I tried.
In detail point by point :
- I can't update CC due to the error 146
- Disactivating antivirus and firewall do not change anything
- I used the CC uninstaller and CC cleaner to avoid corrupted installations
- As I said, manual creation of folders worked but I wouldn't create 40% of all the folders rremaining for PS, and this will not solve my problem for CC update and other apps.
- As I said I granted all permissions
- The controlled folders access is disactivated so couldn't be the root cause.

uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, again using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-mes...
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
check for, and if available, update your os
if windows is your os, repair all ms visual c++ versions that can be repaired (use google if you don't know how to do this)
if windows is your os update your ms visual c++, if it can be updated (use google if you don't know how to do this)
restart your computer (don't skip this)
reinstall the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
use the desktop app to install your cc programs/trials>
if that fails, you probably have a corrupt user account. google your os and how to create a new one.

So, I followed each line of your suggestion, and nothing changed, CC installed correctly, but not PS and th update failed at 84%, both due to error 146.
I have doubt about my user account corrupted because i've already installed on my office computer on win 10 with the same user account and it ran properly, I only experience all this troubles on my laptop.

Having the exact same issue. 3 different agents have tried but still facing the same issue
