As kglad said, look up system requirements for each app. I found that I could continue using my very old, bottom-of-the-list iPad for Photoshop, but needed a new iPad for Illustrator when it was released. Illustrator required the Apple 2 Pencil and the Apple 2 pencil required the new iPad screen. It was the new iPad screen that drove the entire upgrade.
