Why do I get error of "not allowed - no permission to copy the book" when I want to transfer eBooks from public library to Kobo Aura?

I went back to the 3.0 version from the 4.0 and it worked. I think the Kobo doesn't like the 4.0.

I have the same problem. Will not work with Nook and 4.03. Works on older computer. How to I get version 3?
