Obviously Adobe will never say how much the program is worth to them on a public forum, but their long history of letting programs die and vanish, versus selling them to potential competitors, should tell you everything you need to know.

I mean buy the entire application code from Adobe so adobe doesn't own it any longer at all. That way it could be developed again by an interested party.

Dreamweaver began losing its dominance in the web development world during the early to mid-2010s, and its decline became more pronounced by 2020, when Adobe placed it into minimum development status—meaning no new features were planned, only bug fixes and OS compatibility updates.

Um.... That's unlikely to happen.
Brackets, the code engine in DW, was an open source project until Adobe abandoned it in 2020.
Some Brackets developers got together to form Phoenix Code, a new generation of Brackets. You can read more about it on Reddit.

That's about as close as you'll get to anything Adobe developed. They're fiercely protective of their commercial software products, both during and after life.
