Dreamweaver does this just fine. html emails are just that, html. So long as you know the ins-and-outs of creating html based emails any html editor will do the job.

You also might want to investigate mailchimp for organising your mailing lists etc: I haven't used it but others here have and recommend it.

I've used both Mailchimp and Constant Contact, and I really prefer the Mailchimp one.  It's a very easy interface....

I use MailChimp. I spent a good two hours trying to get Constant Contact to style something a certain way. Looked great in Dreamweaver and when I looked at it (from Dreamweaver) in my browser. Didn't work at all as an email. I think Constant Contact needs to review their interface.

Other thing about MailChimp is that your first 500 people in your database are free. One does have to accept that MailChimp will put their logo on the emails, but that is a great way for a small business to begin using email marketing. Kind of like heroin—the first taste is free.

And MailChimp has a very handy interface to begin collecting emails.

I use DW to create the custom emails.  And like Murray I've used both Mailchimp and Constant Contact, and in addition I've used Bronto.  For a beginner who doesn't mind generic templates and wants easy editing, go with Constant Contact.  If you plan on using custom emails and want better stats/reporting and some other cool integration look at Mailchimp.  I won't go into Bronto since my experience with it is very limited, but so far for most business needs I wouldn't recommend it.  Too advanced and too much coding.  Probably does a lot but they really need to bring in a design firm for a better GUI experience.  Only other one that has caught my eye recently is Campaign Monitor.  Looks pretty interesting along the lines of Mailchimp from my estimation.

I currently use DW to design my emails and as a vendor, I use icontact,com to send them out. I just copy and paste the code into their email designer. They do have several templates that you can use, but I prefer to do my own thing.  It's pretty easy setting up list, maintaining your contacts and archiving  your emails.It has went through a couple of redesigns since I signed up, but it's pretty easy if you know html.
