Hi all ive been asked to design a website for a friend who has a blog site with blogger.

now her problem is it dosent look very professional thats y she wants me to try and do something.

Im a novice at Dreamweaver but i no a small bit but when it comes too creating a blog site its way over my head (you tube videos)

what i need to know is it possible to create a site for my client where she can easily go into to add her stuff without using Dreamweaver as she is not very tech savvy the only option I can think is for her to email me with her stuff and me to put it in site which is not really what i want cause i have a job.

THANKS ALL

Procure your web hosting first.  You can access the server with a number while you work on the site.

When the new site is ready to launch, contact the domain name registrar (Network Solutions is one) and have current domain name point to the new DNS (domain name server).  It takes 24-48 hours to propagate to a new DNS worldwide.

Bootstrap is a front-end framework for making responsive web apps.  But it won't help you with the advanced level scripting and back end coding required for a sophisticated blog or content management system that you require for this project.

To be fair, building it yourself in DW would be too far out of reach for you at this point.  You would need expert coding skills in HTML, CSS, JavaScript, PHP, MySQL and a thorough understanding of web security.  This is not a beginner's project by any means.   I don't think many experts would tackle it either because there are already so many out-of-box solutions available including WordPress, Joomla! and Drupal.

Look at WordPress first.  It's the most popular open source blog/CMS used today.  Many web hosts have one-click WP  installation, too, which makes it fairly easy to set up on the remote server.  From there, you pick a Theme (Bootstrap if you like) add some optional WP plug-ins and build the site directly in WP's dashboard.    No need for Dreamweaver.

Yes.  You build the site entirely in WordPress.  No options about it, WordPress is a blogging system + a whole lot more if you need it.

Getting Started with WordPress « WordPress Codex

Find a good WP Theme.  Premium Themes are often better than freebies. Themes drive not only the appearance of your site but how it functions in the dashboard with options for menus, forms, slideshows, social media, etc....

If your friend wants to keep the old site up for posterity, you might want to purchase a new domain name for the new web site.   Something to think about.
