How do I change the language of toolbar to English in Dreamweaver 8?

Macromedia Dreamweaver 8 from 2006 is no longer supported and should not be used for creating web sites.  You cannot obtain or install an English language version.  Get a modern code editor that understands current web standards.  See list below.
