Which version of DW?
Current Creative Cloud apps work on these systems:
- https://helpx.adobe.com/dreamweaver/system-requirements.html
Discontinued legacy apps are not certified beyond the systems they were built for. They might work, they might not. That's the risk you take with outdated software.

Huh? 😕
Go to Help > About Dreamweaver.
The current release version 21.4, build #15620, is that what you're seeing?

This should be more than enough. Although my system is slightly different, Windows 11 Pro, 12th Gen Intel(R) Core(TM) i7-1260P 2.10 GHz, 32.0 GB (31.6 GB usable), I have no problem running Dreamweaver.
Having said that, over 7 years ago I jumped ship when I noticed a diminishing Dreamweaver, meaning that features were being removed and those that remained were not being upgraded. Hence, Dreamweaver now only supports PHP up to version 7.1, and up to version 4.4 of Bootstrap. Both PHP and Bootstrap versions have been depricated for over 2 years. You are much better off choosing another IDE.
A very good and free of charge IDE is VSCode, now with AI. If you are a more serious web developer, do what I did back in 2017, Wappler! The latter has saved me many hours of development by writing most of the code for me. It's your choice.

If your monitor is going black without using Dreamweaver you have a more serious issue with your computer that doesn't sound related at all to the use of Dreamweaver. If you wanted to remove all components of DW and this is a new installation without any other Adobe software you need to worry about you could use the cleaner tool to remove all pieces of Adobe software to start over more than re-installing would do: https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html .
However, I would look to run system checks on your machine and look to re-install your video drivers as opposed to simply updating them.
Also, whenever there are really strange behaviors from an OS, what I would also recommend is setting up a new dummy or test user account on your computer and see if the issues are persisting across user accounts or if they are tied to a particular user account. You could also boot into safe mode to see if you are getting the display issues as if you are, it may not be software related.

Sounds like a hardware problem. Is this a laptop or desktop?
If it's a desktop, what's the brand & model of your display?
