Content that scroll

I am building a website for a client. He wants the header and footer and side bars to remain stationary while the content section of the page scrolls up and down. How can I create this in Dreamweaver CS5? Do you make the positions of the divs for everything but the content position fixed? I was never taught how to do this and this is what the client wants.

You use a frame or an iFrame or a large scrolling div. It's a terrible way to build a site for many reasons and you should talk them out of this. What is their stated reason for wanting this? Also, in the future please post these questions to the Dreamweaver forum. This is not an app dev question.
