I am considering embedding Adobe Express API into a live website ASAP and websites in the future. That is why I am posting here.
I have considered using Dreamweaver in the past but have considered it one too many tears for the bucket to bear.
That was before I had any understanding of some other simple matters that producing a website involves; even now I am reluctant to ask because I always thought the 'host' of the website was the proprietor, but now think it is an organisation responsible with the storage and upkeep of the servers that distribute relevant information, or both.
Is there hosting cost involved with publishing a Dreamweaver site/asset?

There are several costs involved to owning and operating websites, but they're unrelated to the program you use to develop the site, the main ones for a basic website are...
Domain Registrar.
This is the company that you buy your domain name through (yoursitename.com) for an annual fee.
Hosting Company.
Your site is stored on their servers in order for the world to have access to it. It can be the same as the registrar but often is a separate company. Usually a monthly payment or an annual lump sum fee.
Internet Service Provider (ISP)
This is the company you pay for your own access to the internet and usually doesn't have anything to do with your website, but they can in some cases. Typically a monthly/yearly contract.
