So I jus purchased Dreamweaver 2020 becuase it make the code editing much easier in terms of the basic word processing and appearence of the html pages I maintain. So there is no attributes or properties toolbar to be found. I am not sure if that is the correct term or not. I used to have a toolbar with the following:
left or right or centered
font
text color
text size
background color
a link to click to insert an image
etc.
That is not anywhere that I can find and the only reason I personally use Dreamweaver. I am a self taught entirely non-legit website designer simply making basic word processing changes to pages. I am not going to userstand geek-speak and instructions that assume I have any level of expertise. I am frustrated that this most basic of editing tools is simply not already on the page that I view when I open a file. Nor is it located in any intuative location at any of the links at the top of the page. Not in View, Insert, Tools or Window that I can find.

Click on Window-->Properties and then select the text area in live/design view. The CSS tab of the Properties window has everything you need to manipulate text.
Images are Window-->Insert or just Insert from the top menu.
To access most of what you're looking for, go to Window > Properties to open the Properties window. From there, some items will be accessible when you click the HTML button, others will be accessible when you hit the CSS button (both in the Properties window itself).
You may also like to add the Insert Window (Window > Insert) as a toolbar across the top of your application. Once the window is open, click and drag the named tab of the window to the top of your application frame, when you see a b

That will give you a button for adding images, common HTML and a lot more.

Many things have changed including workspaces, menus and toolbars.
There are 2 Workspaces: Developer or Standard. Pick one and customize it to suit your needs.

Go to Window > Properties. The properties inspector is divided into 2 types: HTML and CSS.
Go to Window > Toolbars. there are now 3 toolbars: Document, Standard & Common.

How come when I follow those instructions, it does absolutely nothing? I click properties and no properties window opens. I switch back to Standard and the menu on top also dissapears.

I had a an HTML document opened. But I just now found the properties box. It was so tucked under the bottom, you could barely see it. I had to click drag up higher so I can use it. This happened to me the first time I searched until I was blue in the face. This time, it wasn't visible anywhere. Somehow, I spotted it again.

Sounds like you may need to adjust your display settings. And create custom Workspaces.
