This just started happening yesterday. I tried the "fix" suggested here but it doesn't work, unless I have done it incorrectly, which is possible.
I have uninstalled and reinstalled several times and nothing is working.
When I click on OK it just closes down.

The error occurs when Dreamweaver does not have write access to %appdata%\Adobe\Dreamweaver CC 2017
Can you please check if the current logged in user has Write access to the folder. If not, kindly add the permission and then try launching Dreamweaver.

Not exactly how this link helps anyone with this issue. For me the issue arose with a recent update. Dreamweaver worked fine before hand, now it doesn't. The menus.xml was never changed, appears to be in the right place and the backup version is the same as the original. So error continues after deletion of menus.xml and renaming menus.bacst
Also the error will leave an instance of Dreamweaver 2017 running in the Windows Task manager. Each attempt to start Dreamweaver with this error results in multiple instances of Dreamweaver being listed in memory. Have tried shutting down with each error and correction, however, still no solution.
Is there just a default menus.xml file somewhere that can be downloaded from Adobe that would just be a 'stock' file that can be installed to overcome this issue? I had been using the default menus.xml can't an original default copy be made available?
Also some threads have suggested deleting the Configuration files in the Win10 User's Roaming section, however, upon inspection the Dreamweaver CC 2017 folder in this area is empty.
Am awaiting call back from Adobe tech staff as I write.......

Changing access privileges did work in my case. Why/how they were changed, I am not sure. May I recommend that the Dreamweaver error message reflect this as the error in the future? The error stating the menus.xml error and renaming is not helpful in this situation?

Does not work for me - on Mac OSX 10.10.5. Only just upgraded by CC Dreamweaver. Now get this error too. Tried permissions on Dreamweaver folder and library preferences etc.... Nothing works. Tried re-installing Dreamweaver and restarting. Nothing. 😞

Can you please check if current logged in user account has write access to "~/Library/Application Support/Adobe/Dreamweaver CC 2017/en_US/Configuration/Menus" folder by right clicking on the folder and selecting Get Info in the context menu.
If the permissions are missing, you can add read&write permissions to the Menus folder as well as the root folder "Dreamweaver CC 2017" and try launching Dreamweaver again. While adding the permissions, please do Apply to enclosed Items in Get Info window so that the permissions are added to all sub folders and files.

Hi, yes - these permissions were already set. I reset them again.
I still get the error when opening Dreamweaver.

OK will try.... but this happened after the latest upgrade.
Not exactly good software coding to require someone to "cleanup" installed software....
This is the only program not launching after all latest updates and I have already uninstalled and reinstalled DW.

OK... instead of uninstalling Adobe Creative Cloud app, I downloaded the cleaner tool, selected Adobe Creative Cloud and instead of uninstalling I selected "Repair".
Then I cleaned up Dreamweaver - which is like uninstalling... then I re-installed Dreamweaver again and it worked!!
So this is a bit quicker and easier than uninstalling Adobe Creative Cloud and you don't lose any settings etc.
