Dreamweaver CS3

Using Dreamweaver CS3 I am attempting to create a web photo album. Under commands drop down menu the web photo album extension is greyed out. I attempted to download the extension again and I receive the error message
C:\users\user\appdata\local\Microsoft\Windows\Temporary Internet Files\low\content.IE5\4DLS5MS\WEBPHOTOAlbum226\[1].mxp.

This extension was at one stage working but has now 'greyed out'
