windows 10 does not trust the host file by default and windows 8 is finished i.e, Microsoft has stopped all surport for it so the offical answer would have to be no.
I do still have a windows 8 system with cs6 running on it so ime it does still work if you only want to make out dated web sites.

The Creative Cloud name is a bit of a misnomer. It's just a subscription service and software delivery system. The programs themselves still download and install directly on your machine just like they did with the perpetual license/disk versions, they're not cloud-based software.
In reality, the only time you must be connected to the internet is when the software calls home every so often to verify your subscription is current.

No it's not a cloud. CC software is downloaded & installed on your machine. And you save your work files on your machine the same as before.
You can try Creative Cloud free for 7-days. Simply download & install the CC Desktop App. From there you can download the entire line of Creative Cloud products and try them before you decide. That's the best way to ensure compatibility with your new operating system.
Download a free trial or buy Adobe products | Adobe downloads
NOTE: CS6 is legacy software. It's no longer sold, supported or updated. It has reached it's end-of-life.

There is a cloud element but it is an optional extra way to save and share your work between systems or even other people.
For example lets say you and I have to collaborate on a web site together with you doing the code framework and I'm making the art... I can save all the images, widgets (and other bits) into a library folder then share that folder with you to drop directly into the canvas with all the background code | colours intact.
Imo the cc library is one of the best workflow improvements Adobe has made to date; edit an image in Photoshop, make a logo in Illustrator or an Edge animation... Save each part in my library then drop it all into my web site without having to keep opening each separate software or worrying if the colours match up is a huge advantage.
